The original objectives of the IRM Network were expanded and refined into a statement of Terms of Reference published in June 1993, as follows.

Terms of Reference

1.   Objectives

The Aslib Information Resources Management (IRM) Network (the Network) has three objectives:

  • To initiate and encourage the development of Information Resources Management (IRM) concepts and practices within organisations.
  • To promote the awareness and understanding of IRM among senior managers and information professionals by providing a forum for discussion and exchange of experience.
  • To support the adoption of IRM policies and procedures as sound business practice.

2.   Scope

The activities of the Network should always be complementary to the work of Aslib in promoting better management of information resources. All activity undertaken by the Network will be on behalf of Aslib and will be subject to the approval of Aslib.

3.   Membership

Membership will be on a subscription basis and will be open to all individuals who are seeking to gain expert knowledge in IRM or Information Management generally. Membership will not be restricted to members of Aslib.

4.   Management

The Network will be managed by a Steering Committee, numbering not less than five members, one of whom should represent Aslib. Committee members will be appointed annually. Steering Committee Meetings may take place whenever appropriate and Minutes of these meetings will be made available to members of the Network on request.

5.   Task Groups

Task groups will be established to investigate and report on major issues related to IRM under the guidance of the Steering Committee.

6.   Open Meetings

Open meetings will be held throughout the winter season, to which guest speakers will be invited, discussion on relevant topics will be encoura-ed and the work of the task groups will be monitored.

7.   Finance

All monies will be held by Aslib, who will maintain a separate account for the income and expenditure of the Network. A financial statement will be made to the steering committee at each of its meetings.

8.   Subscription

A membership subscription will be payable for each calendar year in advance, at a rate to be agreed by the Steering Committee in conjunction with Aslib, who will be responsible for its collection and administration.

9.   Research Funding

Wherever appropriate, the Network will seek additional and external research funding for its activities, subject to the approval of Aslib.

10. Intellectual Property

Copyright on all products which derive from the activities of the Network will remain vested in Aslib and remain the copyright of Aslib, with the exception of material contributed and already under copyright elsewhere, until such time that it is released by Aslib.

11. Review and/or termination

The achievements and activities of the Network will be reviewed each year in June, at which time these Terms of Reference may be amended, expanded or terminated.

INFORMATION GUIDELINES
FOR MEMBERS OF THE ASLIB IRM NETWORK

The open exchange of information and knowledge about information resources management is central to the purpose of the Aslib IRM Network. The following guidelines set out the parameters which should be observed.

  1. When requesting information on behalf of the Network, it is important to stress that the information provided may be made public. Any restrictions stipulated by the providers will be respected.
  2. While care is taken to ensure that information is accurate, the Network will not accept any liability for any errors or omissions in the information provided.
  3. Existing copyright and ownership rights must be declared and will be respected.
  4. In the absence of such a declaration, Aslib retains the right to apply its own copyright.
